The County Government of Baringo has commenced a comprehensive Human Resource and Skills Audit under the Kenya Devolution Support Programme Phase II (KDSP II), in a move aimed at strengthening institutional capacity and enhancing service delivery.
According to Governor Benjamin Cheboi, the reform initiative carried out for the better of this week seeks to align the County workforce with approved organizational structures while establishing an accurate staff establishment. It will also identify existing skills gaps, improve workforce planning, and facilitate proper integration of human resource records with payroll systems.
The exercise isa critical component of ongoing public sector reforms designed to promote efficiency, accountability, and professionalism within the County Public Service. Cheboi said
Governor Cheboi commended officers for their full participation in the audit process which sought to get accurate information from employees, validating their records, and cooperating with designated audit teams.
The KDSP II project places strong emphasis on inclusivity, accountability, and data integrity, making staff participation essential to the exercise's and the project's success.
H.E. Cheboi further noted that the outcomes of the audit will directly influence performance assessments and the County's eligibility for performance-based grants under the programme.
He assured staff that the audit is reform-oriented and intended to professionalize public service operations, enhance fairness in deployment, and strengthen performance management systems. The findings are expected to guide strategic workforce planning, skills development, and broader institutional strengthening efforts to ensure the County Government remains efficient, responsive, and capable of delivering quality services to residents.
The Kenya Devolution Support Programme Phase II (KDSP II) is a national reform initiative designed to strengthen the capacity of the county governments, and improve service delivery under the devolved system of governance. Implemented by the national government with support from development partners most notably the World Bank, the programme focuses on enhancing public financial management, human resource systems, institutional performance, and accountability mechanisms at the county level.
