Pursuant to Article 235(1)(b) of the Constitution of Kenya, the provisions of the County Government Act. No 17 of 2012 Sections 56, 57 and 58 and Section 58A of the County Governments (Amendment) Act 2020, and as read together with Public appointments (County Assemblies approval) Act No. 5 of 2017, the Selection Panel for the appointment of the Chairperson, Members and Secretary/CEO of the Baringo County Public Service Board, wishes to invite applications from competent and suitably qualified persons for appointment for the following positions:

  • CHAIPERSON OF THE COUNTY PUBLIC SERVICE BOARD – ONE (1) POSITION

Terms of Service: Six (6) Years Non-Renewable Contract
Salary and other benefits: As per Salaries and Remuneration Commission (SRC) Guidelines
Duties and Responsibilities:

  • Chairing meetings of the Board
  • Provide strategic leadership and policy direction to the Board;
  • Establishing and abolishing offices in the County Public Service;
  • Exercise disciplinary control over and remove persons holding or acting in these positions;
  • Maintain effective collaboration and partnership with other organs of National and County Governments;
  • Promote values and principles set out in Articles 10 and 232 of the Constitution of Kenya in the operations of development
  • Advise County Government on Human Resource Management and Development issues; and,
  • Make recommendations to the Salaries and Remuneration Commission on behalf of the County Government on the remuneration, pensions and gratuities for County Public Service employees;

Requirements for Appointment

  1. Be a Kenyan Citizen
  2. Be a holder of Bachelor’s degree from a university recognized in Kenya. (A Master’s degree in a relevant field will be an added advantage)
  3. Have at least ten years relevant professional experience in a leadership position or at a top management level in the Public Service or Private Sector;
  4. Possess knowledge of the organization and functions of National and County Government;
  5. Demonstrate thorough understanding of National Goals, policies and developmental objectives including the Kenya Vision 2030;
  6. Meet the requirement of Chapter six of the Constitution on leadership and integrity.
  • SECRETARY/CEO - COUNTY PUBLIC SERVICE BOARD – ONE (1) POSITION

Terms of Service: Six (6) Years Non-Renewable Contract
Salary and other benefits: As per Salaries and Remuneration Commission (SRC) Guidelines

Duties and Responsibilities:
The Secretary/CEO to the board is the link between the board members and the secretariat and he/she is accountable to the board members in:-

  1. Preparing and circulating agenda and minutes of the Board meetings;
  2. Developing annual work plan for the board with the guidance of the chairperson;
  3. Conveying the decision of the board;
  4. Prepare regular reports for submission to the County Assembly on the execution of the functions of the Board; and,
  5. Providing guidance and advice to the secretariat on matters of Ethics and good governance

Requirements:

  1. Be a Kenyan Citizen
  2. Be a holder of at least a first degree from a recognized University in Kenya (A Master’s degree in the relevant field will be an added advantage)
  3. Be a certified public Secretary of good Professional Standing
  4. Be registered with the relevant professional Body
  5. Have knowledge and working experience of not less than five (5) years.
  6. Be a professional who demonstrates absence of breach of the relevant professional code of conduct
  7. Understand the diversity within the County
  8. Be capable to work under pressure to meet strict deadlines
  9. Must not be a state or public officer
  10. Satisfy the requirement of Chapter six of the Constitution of Kenya, 2010.
  • MEMBER OF THE BOARD –FIVE (5) POSITIONS

Terms of Service: Six (6) Years Non-Renewable Contract
Salary and other benefits: As per Salaries and Remuneration Commission (SRC) Guidelines
Duties and Responsibilities:

  • Establish and abolish offices with the Board in the County Public Service
  • Appoint persons to hold or act in offices in the County Public Service, including in the Boards of cities and urban areas within the County and to confirm appointments;
  • Exercise disciplinary control over, and remove, persons holding or acting in the public service;
  • Promote in the County Public Service values and principles;
  • Evaluate and report to the County Assembly on the extent to which the values and principles of the public service are compiled;
  • Facilitate the development of coherent, integrated human resource planning and budgeting for personnel emoluments in the County government;
  • Advise the County Government on human resource management and development;
  • Advise County Government on implementation and monitoring of the National performance management system in the County;
  • Make recommendations to the salaries and Remuneration Commission, on behalf of the County government, on the remuneration, pensions and gratuities for County public service employees.

Requirements for Appointment.

  1. Be a Kenyan citizen;
  2. Be a holder of a first degree from a recognized university in Kenya;
  3. Have knowledge, experience and a distinguished career of not less than five (5) years in a senior position and in management, administration in the Public Service or Private Sector;
  4. A Master’s degree from a university recognized in Kenya will be an added advantage;
  5. Have demonstrable leadership and management capacity including knowledge of public service management and strategic people management;
  6. Be conversant with the Constitution of Kenya, 2010 and Devolution Laws;
  7. Have ability to work in a multi-ethnic environment with sensitivity and respect to diversity;
  8. Have capacity to work under pressure to meet deadline;
  9. Demonstrate understanding and commitment to the National values and principles of governance as outlined in the Articles 10 and 232 of the Constitution of Kenya 2010;
  10. Be a strategic result and thinker oriented;
  11. Be compliant with the requirements of Chapter Six of the Constitution of Kenya 2010 on Leadership and integrity;
