Implemented through collaboration between the national government, county governments, and development partners, the programme provides performance-based support and technical assistance to help counties build institutional capacity and deliver more efficient and responsive services to citizens.

It is designed to build on the achievements realized under the first phase of the Kenya Devolution Support Program, implemented between 20162021.
